Mission of the Bureau
Communist sympathy is at an all-time high. Not the kind that announces itself at party meetings or arrives with a manifesto — the kind that seeps in quietly when a citizen stops maintaining his property, stops meeting his commitments, stops showing up in the small ways that hold a community together. The Bureau of Civic Responsibility has spent over a decade studying the preconditions of ideological collapse, and the data are unambiguous: the slide begins at home.
The Bureau of Civic Responsibility, part of the Department of Domestic Civic Affairs, is here to reverse that trend. Through the CLEAR application and a network of dedicated field agents, the Bureau provides every citizen with the tools to stay current in their obligations — and provides the Republic with the visibility it needs to identify those who cannot.
The Bureau of Civic Responsibility was founded on the simple belief that true patriots are actively engaged in fulfilling their personal and civic duties, while communists and communist sympathizers are more likely to avoid actions that strengthen the Republic. Strong Republics are built on strong citizens. Strong citizens are built on strong civic engagement. The more involved you are in building your life and your community, the stronger your Republic becomes.
The BCR is here to help you become a strong citizen and to identify those who threaten our freedoms through their inaction. A man who lets his gutters fill with leaves is a man whose allegiances are suspect.
The CLEAR Application
The Civic Ledger for Engagement, Accountability, and Responsibility (CLEAR) is the Bureau's flagship citizen self-monitoring tool. Installed on any modern device, CLEAR allows citizens to log their daily civic obligations, track their Patriot Score, and receive real-time guidance from Bureau field agents assigned to their case.
Citizens with a Patriot Score above 130 are recognized as Patriots and may be featured on the Bureau's public Roll of Honor. Citizens whose score falls below 40 are flagged for compliance review and may receive direct correspondence from a Bureau representative. Citizens without an active CLEAR account are assigned a score the Bureau considers appropriate to their status. Participation in CLEAR is voluntary.

The Bureau's Office of Civic Technology has, following a review process that Director Briggs describes as "concluded," authorized multiple aesthetic configurations for the CLEAR application. | 2026-05-01 | FY2026 Q2 Patriot Scores have been tallied. Citizens in the top decile will receive commendation letters via the CLEAR application. Citizens in the bottom decile have been forwarded to the Office of Civic Compliance for review. |

| 2026-01-02 | Annual Civic Obligation Disclosure Period opens FY2026 Q1. All CLEAR-enrolled citizens are reminded that January 1 through January 31 constitutes the Bureau's annual Civic Obligation Disclosure Period. Citizens are encouraged to review their recurring obligations within the CLEAR application, add any previously unlogged commitments, and confirm that their active task lists accurately reflect the scope of their civic lives. An incomplete obligation record is itself a compliance concern. |
