Director's Citation

Agent Whitaker has been a consistent, dependable presence in the Field Operations Division for seven years, and this commendation reflects what the Directorate believes is a sustained record of performance deserving of formal recognition. His case management practices are thorough. His communication with citizens through the CLEAR dialogue system is, by documented citizen response metrics, well-received — a fact the Directorate acknowledges is not universal among field agents. Agent Whitaker has a particular ability to maintain productive relationships with citizens in extended compliance situations, which is to say, citizens who are struggling and who need something more than pressure. The Bureau values compliance outcomes. Agent Whitaker understands that the outcome is not a number — it is a citizen who has genuinely improved. The Directorate considers that worth commending.
